  • Overview of applicable statutes, regulations, court cases and decisions of the State Review Officer concerning the role of committees on special education, the development and implementation of individualized education plans, and the implementation of services and accommodations.

  • This presentation will consist of a discussion regarding recent court cases, decisions of the State Review Officer, and Guidance Documents issued by the State Education Department that concern or have an effect on the operation of special education departments.

  • Through the use of a mock CSE meeting and impartial hearing, we will review and explore those areas which typically “go wrong” during the special education process in order to foster a discussion as to how to avoid those difficult situations and/or be prepared for the unavoidable.

Speaker Bios

Joshua S. Shteierman, Esq. and Michael Vigliotta 

"Providing Legally Defensible Special Education Services"  and  “New Decisions and Hot Topics in Special Education” 

Joshua S. Shteierman, Esq.

Joshua Shteierman is a partner at Volz & Vigliotta, PLLC, a firm dedicated to Education and Municipal law. Mr. Shteierman represents public school boards of education as well as public and free association libraries in Nassau and Suffolk County. Mr. Shteierman’s practice involves all aspects of civil litigation with a concentration on Municipal, School and Administrative matters, including Federal Section 1983 Municipal Civil Rights actions in-volving claims of Employment Discrimination (State and Federal Law), Land Use, First Amendment Speech and Religion, Education, Police actions, Negligence and wrongful death
claims. He has handled matters in the State and Federal Courts at the trial and appellate level (New York’s 1st and 2nd Departments, 2nd Circuit Court of Appeals) as well as the New York State Division of Human Rights and Equal Employment Opportunity Commission (EEOC). Mr. Shteierman’s practice also involves the representation of private independent schools, where he provides general counsel and assists in drafting policies, negotiating contracts, and ensuring compliance with federal and state law.

Michael Vigliotta

Michael Vigliotta is a partner at Volz & Vigliotta, PLLC in Nesconset. The firm is dedicated to Education and Municipal law. Mr. Vigliotta represents public school boards of education as well as public and free association libraries in Nassau and Suffolk County. He advises his clients on all aspects of general and labor counsel. Mr. Vigliotta received a B.S. Degree in Business Administration from Fordham University and his Juris Doctor from St. John's University School of Law, where he served as the Managing Editor of the New York Real Property Law Journal and as a member of the New York International Law Review. He is a
frequent lecturer on a wide array of topics, including special education, board governance,sexual harassment, student matters, and employment matters.

Debra M. Caputo, M.S., Ed., Mental Health Consultant

“Bringing it Back to Basics: Our Whole Person Vision”

Debra Caputo is a global mental health specialist who guides and supports a variety of groups in the areas of health education, mental health, and suicide prevention, intervention, and postvention. In her various roles, she has consulted with schools and organizations on best practices for crisis response and policies, trainings and workshops, staff literacy, and curriculum development. Debra’s breadth of expertise covers overall direction before, during, and after a traumatic event or loss. She has served as a Steering Committee member for LISPAN, a Regional Leader & Statewide Trainer for the Suicide Prevention Center of NY, Curriculum Developer for the JED Foundation, Presenter for Sandy Hook Promise, AFSP LI Board Member, Crisis Counselor, and a Sources of Strength Trainer and Coach. Debra enjoys working with students, professionals, and families to bring hope, help and support in this ever-changing world; she is passionate about ensuring that youth have their voices heard. Debra’s mental health initiatives have benefitted schools and communities firsthand; her commitment to this cause continues to provide assistance in these various areas. Debra works with stakeholders to enhance curriculum design, to provide leadership and collaborative effort strategies, to make resource connections, and to bring her knowledge, experience, and skills to work towards increasing mental health literacy, decrease stigma associated with mental health, and enhance skills to help save lives.
